In this paper, it will design the system which is solve the shared ownership, based on carding the present situation, development process, use the game theory and development rights theory. Before we solve the shared ownership, the key is how to balance the interests of all stakeholders in the premise that does not damage the interests of the masses of the people.In this paper, it will use the game theory and the land development rights theory to solve the shared ownership. The purpose is to put forward practical measures to solve the problem fundamentally. It can provide the reference for the government issued a formal governance measures. Because of the shared ownership involves the government, farmers, the buyers, the developers at least, we can through the analysis the attitude of all parties draw a conclusion that is solve the shared ownership with the method which is make the shared ownership classified and legalization. The shared ownership is not only the issues of the land or a issues of legal and institutional, it is a social problem. The interests of shared ownership involves many aspect of stakeholders, it will lead to social unrest once we handled it carelessly. It will affect social stability and damage the environment of economics development. It has been completed shared ownership was an important part of the problem which is urgent need to address. Because it concern is wide, the government has not announced deal with the problems of strategy. It not only shows that the government is cautious and attended about this issue, but shows that the government feels embarrassed in this problem. In this paper, we choose the problem to discuss the way to solve the problem and how to maintain the benefit of every stakeholders, it has strong practical significance and the theory significance.The method of solve the shared ownership puts forward in this paper mainly based on consideration of state, collective, individual interests of every stakeholders. It will damage and affect social stability, economic development environment. The government must adhere a very cautious attitude to solve the problem, and achieve the goal of build a service-oriented and giving benefits to the people. It must accelerate rural and registration and establish the price formation mechanism. It must strengthen supervision and benefit distribution of land circulation, supervise and escort the land circulation. This paper puts forward clearly to the land ownership and the right to the development phase separation method to solve this problem. It is through the design a whole set of land transfer mode to eliminate the shared ownership, completely solve this problem.
