Countermeasures On Further Improvement Of Dangegous Goods Safety Supervision For Air Cargo Agents

After the transformation of government’s functions and the reforming of administrative sanction system, there was the phenomenon of lacking supervision on Dangerous Goods (DG) air transportation of cargo agents and dislocation in airlines management. This phenomenon causes the short board effect of Dangerous Goods air transportation supervision in China. This study based on the view of public safety. Analyzing the causes for these problems, the reason is that after streamlining the government administration and delegating more powers to local authorities, the access loopholes of air cargo agents, the disciplinary way lead to low cost of illegal, the government did not provide relevant management measures and self-discipline mechanism of air cargo agents was not built. This essay puts forward the improvement countermeasures of air cargo agents safety supervision with dangerous goods: Straightening out the main responsibility of safety supervision for the air cargo agents transporting dangerous goods; Setting up barriers to entry of air cargo agents for dangerous goods transportation according to the relevant national laws and regulations; Setting up safety credit assessment system of air cargo agents; Constructing information query platform for safety credit assessment system; Strengthening the construction of safety and quality standardization for air cargo agents.
