At present, we have got lot of research on NGO’s participation in public service and public crisis. These outcomes have guide meaning to the establishment of cooperation between the Government and NGO for group events governance. But there has been a deficiency: they are not with the group events as the direct object of study. Because group events have a higher social sensitivity, Government’ willingness to cooperate with NGO is not strong, resulting in fewer opportunities for NGO’s participation. Due to the lack of relevant examples in this area, this paper is mainly based on literature analysis. Firstly, this paper summarizes the historic development of the relationship between Government and NGO in China, and then expounds the deficiency existing in the cooperation between Government and NGO as well as the analysis of both subjective and objective reasons. The deficiencies are reflected in the limited depth and scope of NGO’ involvement, conflicts of value, and the lack of mutual trust. The subjective reasons are that there are clear differences of interest orientation and cognitive bias between Government and NGO. The objective factors include at three aspects, such as the management system, the restriction of domestic cultural environment and NGO’s social influence is weak.The constructing of mechanism is according to three basic aspects, namely, the principle, regulations and the operation. From the principle level, the corporatism conception, which is the guiding thought, relied on by the mechanism construction and the operation of the mechanism should base on government authorization, fill the leak on service and coordinate the relationship between various departments in supervised and instructional way. Seen from regulation, firstly, the relevant relationship between the government and NGO must be clearly defined, for this is the premise of a partnership. Then the cooperation system should be institutionalized to ensure a long-term cooperation between government and NGO. From the operating level, the main job is to position the roles and functions of government and NGO scientifically, finally, achieve the balance of the government predominance and the independent of NGO during the process of interaction. The key link in the operational layer is to determine the cooperation pattern and participation style between government and NGO. This is a dynamic selection process, because in different stage of mass incidents, pattern and style will be different. Based on this cooperation mechanism model, the article continues to analyze the use of mechanism in the process of governance of mass incidents, and according to the three-stage process of crisis management, this paper attempts to construct the operational architecture of cooperation mechanism, including the crisis pre-control system in advance, the emergency control system in process and the rehabilitation management systems. Finally, this article provides a detailed analysis of the cooperation mechanism’s architecture, the principle and specific operation in the three stages of the crisis. The operation of cooperation mechanism, Of course, requires some conditions created by the system and social environment, including: shaping a good cooperative surrounding between government and NGO; the establishment of the information disclosing mechanism and the definition of the principle that the government and NGO should follow in the cooperation.
