On The Legality And Rationality Of Administrative Award Of Zhejiang Provincial Government

As a method of public administration, administrative award, which is increasingly being used widely both home and abroad, is playing an important role in government management. Meanwhile, there are also some problems with the practice of administrative award, which has called the attention of the scholars and produced some relative researches. And these researches are mainly concerned with the legalization of administrative award from the perspective of the science of law, seldom from the perspective of economics.Using data studies, way of qualitative analysis, method of experience summarization, descriptive case study and other study methods, the research tries to apply the economics to study administrative award of local governments, analyzing and exploring the relationships and interactions of government, market and civil society in administrative award. And based on the analysis frame, taking the administrative award of Zhejiang provincial government as an example, the paper endeavors to find the problems existing with the practice of administrative award and explain the relative reasons, and then tries to put forward the suggestions to improve administrative award.The paper is composed of five parts as follows:first, the paper tries to summarize the concept, characteristics, classifications and functions of administrative award based on data studies; Second and third, the paper tries to analyze and explore the relationships and interactions of government, market and civil society in administrative award and then explains the problems appearing with the practice of administrative award based on analyzing the data of Zhejiang provincial government; Fourth and fifth, the paper tries to propose some suggestions to improve administrative award with the reference to the successful experience of administrative award abroad.
