Institutions, as a social organization of China, has the characteristics of large quantity, different types of social welfare as the goal, to achieve. But with the development of market economic system, various kinds of mechanism and market economy institution is not adaptability is obvious, especially the operation mode and compensation system. In order to solve this problem, our country carried out a series of institution and mechanism reform, the reform of public institutions began 2006 salary system is key to the reform of performance pay as the representative, and achieved certain results. Therefore, in 2009, the State Council put forward full implementation of institutions of performance salary reform, according to the classification of 3 step development, gradually complete the reform of the income distribution system in institution. Wenzhou City, as one of the 14 coastal cities opening up of China’s first, belongs to the city of Zhejiang Province, is the south of Zhejiang Economic and cultural center, the business unit performance salary reform not only has its own unique, representative also has some coastal cities.Based on the background of institution reform in China, in combination with the performance of the health institutions of Wenzhou City wage reform, based on performance, incentive and remuneration etc. these related salary theory knowledge, this paper chooses the full public health system in Wenzhou city of a business unit-take administrative law enforcement functions, analysis from the content, the implementation of performance wage reform to pay for performance process and results, focus on the analysis of the current performance salary scheme, the encounter in performance pay reform problems and problems, using the related theory of optimization design based on case unit original wage scheme, and ultimately develop more to adapt to the new performance wage scheme case unit, resulting in the performance wage reform and the implementation of other aspects to provide practical reference for our similar sum institution has certain law enforcement functions.
