The United Nations is the stage of multilateral diplomacy. The United Nations Security Council is responsible of maintaining peace and security and the only special one that have the authority to take enforcement actions, as its major six departments. The effectiveness of the security council`s work depends largely on the relations of its permanent members because of the veto power on substantive issues. The change of the relations between these countries will be reflected on the UN security council. Sino-U.S. relation is a significant factor in the change of the international structure and there is an increasing importance between them both in breadth and depth. This study is based on the materials of United Nations Dag Hammarskjold Library, in the classification of "voting records",making an vote collection of all members in Security Council from 1992 to 2013. And then it need data processing and statistical analysis, combining with the corresponding resolutions and statements. It is a combination of quantitative and qualitative analysis that reflects the trend of Sino-U.S. relation and different attitudes on important issues during the last two decades and that is on the basis of establishment of hypothesis which explain the factors leading to divergence.Based on the theories of international relations and diplomacy, this paper is an analysis of bilateral relations within the framework of multilateral diplomacy. In consideration of the space-time, this paper compares the changing powers of the two nations and the changing coincidence rates with U.S. voting and China voting chronologically in the wake of the Cold War, it is also a horizontal comparison of coincidence rates of the five regions. From macrocosmic point of view, the disputes between China and the United States are classified as uniqueness, adversarialism and convergence. From the micro level, the gambling relations of the two is revealed on specific issues. |
