In recent years, as the demand of the institution endowment increasingly intense, our country has a considerable increase of various forms of endowment institutions. To activate the public pension institutions, public pension agency to change the traditional mode of operation and management, at all levels of government to carry out the pilot reform of public pension agencies, through operating subsidies, buy services, gradually through public private, encourage social power operation. The introduction of social forces to participate in actively, promote the folk capital investment enthusiasm, has given rise to a lot of new pension service agencies. At the same time, private pension institutions gradually brought to the attention of the government and the social from all walks of life, and get a bigger development. Introducing social forces to participate in pension institution building, it is bound to promote the diversified development of the pension agency, but only if need to clarify and unified understanding, the government should science to distinguish the different nature of the endowment institution and implement the classified management, make social force does endowment institutions can actively participate in and sustained participation. In this article, through the investigation and analysis of old-age care institutions in Nanyang city 14 different properties, the existing problems in the development of carding pension institutions, think through the introduction of scientific classification management model, classification of issuing operating subsidy, scientific purchase of services, support different nature of the property rights of pension institutions development, will be a guiding policy for a period of time in the future.
