Research On Copyright Restrictions System Of Public Welfare Digital Library

In recent years, We have quietly entered the digital age. While digital technology brings us convenience and colorful life, it also disrupts and impacts on the normal order of the existing system. Specifically, this impact significantly influence copyright restrictions system of public welfare digital library that I want to discuss. Besides, it breaks the interest balance of public welfare library related party under the existing system, and it is likely more harm to the whole ecological system of copyright restrictions. Many rules and behavior patterns under the existing copyright system is already mature, but in the digital network, they may produce differentiation and cause bigger objection. This paper mainly focuses on that whether the copyright restrictions system can be applicable under digital environment. And according to the theory of balance of interests, what should be adjusted if we consider copyright restrictions system of public welfare digital library should be constructed, to achieve the rebalance of the related parties and enhance its scientific and adaptability of new Copyright Law and Public Library Law.
