In 2009 September, "Shunde District Foshan city party and government institutional reform program" approved by Guangdong provincial Party committee, the provincial government of Shunde District, the implementation of the big department system reform from Hongkong and Singapore, the government function is divided into administrative management, economic regulation and market supervision, social management and public services three types, then the original the 41 party and government agencies, according to the function of "the merger of similar items", overlapping functions, similar to the party and government departments in one office, eventually reduced to 16. Shunde District Foshan starting test of large department reform, and Zhejiang Fuyang city big department system reform exploration, large parts of Shenzhen, the Giant Department Reform of national ministries is only the government’s own reform institutions are not the same, the distinct characteristic of large parts of Shunde area reform party linkage, cause social strong concern by the media and scholars, "the most daring big department system" to describe.In 2010 November, Guangdong Province to promote reform experiences of large parts of Shunde District, issued "on the promotion of Shunde province’s experience in the part of the county(city, district)" guiding opinions on deepening reform of the administrative system, the requirements for the pilot to deepen reform of the administrative system in the province’s 25 counties. Expanding the practice of Shunde region for exploration, which also proves that the reform of big department of Shunde provincial government approval.This paper firstly introduces the definition and present situation of Giant Department Reform of existing, expounds the connotation of big department system and animal characteristics; then introduced the system reform of large parts of Shunde area and its effect analysis of practice, problem is worth using for reference of large parts of Shunde area reform experience or pay attention to, analysis of the big department system reform, the problems and misunderstandings resistance; deconstruction of governance structure and governance mechanism of the super ministry system, enlighten the reader understand the operation mechanism of the super ministry system; finally, puts forward the necessity, feasibility and relevant suggestions for local government to follow Shunde district to carry out the reform of super ministry system, the local government economic basis, social development level and cultural atmosphere and so on are not the same, even if that big department system is suitable for the Shunde district government, very fruitful, to show that the big department system must suit to other local government.
