Study On The Problems And Countermeasures Of Government Information Disclosure Relief System

It has been seven years since The rules of government information openness passed and begun to implement in 2008. Over the past seven years, the practice of our country government information disclosure has made a lot of achievements with the effort of administrative authorities and actively participation of ordinary citizens.With the advancement of administrative system reform of our country and the public on responsible government, right, open, transparent and democratic consciousness enhancement, the government information publicity has become in the course of the construction of a service-oriented government and a government under the rule of law.As the saying goes "no relief, no right", the importance of government information disclosure relief system to guarantee citizens’ right to know is self-evident. However,because of government information publicity in China started late, especially in terms of relief system, both in the current practice and compare to foreign advanced legislation technology and system design, still exist many problems such as relief system in the legislation of government information disclosure is not sound, lack and deficiency of relief way, the defects of the system of state compensation, relief agencies lack independence and old ideas. To meet the information demand of the sharp rise in the information age as well as the concept of the rule of law practice and the advancement of a service-oriented government, should be analyze our current situation of government information disclosure relief system and absorb successful experience of the western developed countries, from strengthening the legal system,perfect the government information disclosure and expand relief ways, improve the system of state compensation, set up the government information publicity committee and change old ideas these six aspects to solve the problems.
