| Macro control behavior is of great importantce to the economic construction of ourcountry. The Chinese government has been attaching great importance to themacro-control behavior. In the recent meeting of the eighteen session of the fourthplenary session, relevant participants went into the issues of the rule of law as well asthe macro-control,which made the rule of law under the premise of the development ofparty, the macro-control behavior and the normative approach to it clear and define.0Inthe China’s macro-control behavior development and improvement process, experts andscholars of our country have approached the macro-control rule by law, the maincontent as the macroeconomic regulation and control research. And with the research onthe macro-control behavior unceasingly thorough, the macro-control behavior isactionable became the focus of controversy related scholars. Whether the macrobehavioir is actionable or not should be analyzed from several aspects ofmacroeconomic regulation and control behavior and the role of macro-control behaviormanagement etc.. From a legal point of view, the macro-control behavior should meetlegal requirements both normativly and scientificly. It must obey the law and accept themanagement of macro-control-behavior legal restrictions.This paper includes six parts all in all, which separately discuss the macro-behaviorfrom different perspective. Four of them are the core content: macro-control behavioroverview, the macro-control behavior actionable necessity, China’s macro-controlactionable missing and the causes and the macro-control behavior actionable way ofrealization. An overview of the macro-control behavior is in the introduction andanalysis of the theory on the level of macro-control behavior, which lays a goodfoundation for the full text of the paper. It also discusses the nevessity of macro-controlbehavior by comparing different academic views,which clarifies the significance of thisstudy; the lack and the causes in our country through macroscopical adjusting controlaction and the combination of theory and practice points out that China’s macro-controlbehavior can be the main reason for the existence of difficult to achieve litigation andlegal and institutional shortcomings and deficiencies; macro-control behavior canapproach to realizing litigation,which is the main research results of this paper andcomes up with some effective strategies for our country macroeconomic regulation andcontrol, including: perfecting the system of constitutional review, the establishment ofpublic interest litigation system, introducing "friend of the court" system and reviewing system as the supplement. |
