From the historical view, they used to have so many fissions and fusions. From the Great Moravian Empire at the start, they were divided as two parts. At that time, the dominated power of Czech Region is the Germans while the Slovaks were governed by Magyars. At1918, the Czechoslovakia arose and became federalism after WWII. After the Soviet Union Upheaval, with the drastic changes were taken in the Central and Eastern Europe, there also start to change in the Czechoslovakia Federal Republic. As a part of these changes, there wasn’t any sanguinary conflict in the Czechoslovakia’s revolution, they chose peaceful separation through Velvet Revolution. From then on, these two countries became self-governed republics. They still had differences in their reform agenda after sharing decades’history. The regions of Czech and Slovak were impacted by external affairs in the past, and also the Czechs and Slovaks were influenced by their unlike evolutionary trend of society, culture and religion. Be compared with the Federal Republic of Yugoslavia and the Soviet Union, the Czechoslovakia Federal Republic should be much stable because of their proximity. From their ethnical lineage, they all came from the West Slaves, their resident boundary was explicit and distinct, and the economic complementarities were quite strong. But their languages had very obvious differences, they also experienced different past, these all led to their peaceful separation. These two similar countries turned out to have obvious differences in their reform agenda. These differences were impacted by complicated reasons. Throughout the past researches, most of them were focused on the impact from their nation differences. Under such circumstances, Mr. Fukuyama’s The Origins of Political Order showed us a different perspective of this research. We could take these political reforms under the structure of a "long history". We could analyze the different reasons through historical institutionalism. The privatization progress of Czech was much faster, their economy recovered in very short time and got many achievements, but the indomitable character of Czech decided their attitude to the euro. The political reform of Czech also held the progressiveness which was showed in the history. They accept the westernization reformation quickly. The situation was quite different in the Slovak. They faced a lot of problems in the economic domain reform and domestic issues. In the political reform, the Slovaks cherish the hard-won political rights while they were lack of this kind of experiences, so unavoidably to take an indirect route to success. But the Slovaks passionately yearned for receiving recognition from the international system, this made them be full of enthusiasm about entering international organizations such as the European Union.So when questing the factors in deep level of reason, we can not ignore the impacts of cultural differences. This paper try to analyze the reason from the cultural differences, use this way to understand the different impact on these two countries.
