As a form of cooperative innovation, Enterprise Technology Alliance set up a bridge between enterprises having different implementation technology fusion professional ability. This is advantageous to the enterprise to obtain the knowledge and ability of partners. Despite the strategic alliance has gradually become the main way of cooperation between enterprises, research has shown that Enterprise Technology Alliance is not stability, and the failure rate is quite high. Some scholars think that Enterprise Technology Alliance could be affected by government behavior, so government involving in the enterprise technology innovation alliance has economic rationality. Especially in the process of economic transition from planned economy to a market in China, the original system of the enterprise has been broken, but the new market economic system has not been fully established. We must pay more attention to the government behavior which brings indirect and unconscious influence to the enterprise technology alliance stability.This article structures the theoretical analysis of government behavior based on the analysis of previous research outcomes on government action and the stability of Enterprise Technology Alliance. Besides, it further examines the structure and the effects of government behavior through factor analysis, correlation and regression analysis method, with data coming from the questionnaires made to the high-tech enterprises in Dalian. The analysis concludes that government behavior in China is constituted of guiding behavior, supportive behavior, cooperative behavior and compulsive behavior exerting a significantly positive influence on SETA. According to the research, supportive behavior and compulsive behavior have the greatest impact on the SETA among them.
