The Research Of TCBMs In Cyberspace

In recent years, with the extensive application of network technology, the world’s understanding of national security has been deepened and developed.Cyberspace has become the "fifth space" beyond the territory, territorial waters, airspace and the space.The cyberspace security has also developed into a diplomatic and security area own global challenges. The Transparency and Confidence-Building Mechanisms(TCBMs) in conventional arms control during the Cold War draw it used in Cyberspace, for the introduction of national rules of conduct is to reduce or even eliminate the military conflict, and to maintain the international peace and security. As the emerging large cyberspace country, China’s active participation in international arms control and TCBMs in cyberspace, I hope this study would play a reference to China’s participation in international cyberspace’s TCBMs.This paper is divided into five chapters. The first chapter is mainly on the research of background and the scholars’ study on TCBMs and review the articles on the causes, content, method and significance of the sort, established the basic research framework. The second chapter describes the TCBMs’ theoretical basis, pointing out the concepts, the main features and specific content, including the TCBMs’ goals, tasks, current development and construction and final state assessment in cyberspace. The third chapter describes the games’ situation of West Country on the TCBMs in cyberspace from cyberspace security strategy, governance principles and treatment strategies, detailed analyzes control measures on the United States and Germany in cyberspace TCBMs, and the governance situation in Russia, Britain, Japan and France are reviewed. The fourth Chapter analyze respectively from the three angles current situation, governance framework, and the development goals as to have the Chinese response of governance principles, strategies, policies and development models on TCBMs in cyberspace.
