On The Present Situation Of Community Correction Workers In China

Community correction which was initiated abroad has matured in western developedcountries. In2003, community correction was piloted in China. In10years, communitycorrection has been gradually developed and spread, but it still is in its beginning stage,with a lot of problems yet to be looked into and discussed. A conspicuous problem is thatthe legal status of community correction worker is not yet clearly defined and the makeupof community correction workers is complex and the development prospects of communitycorrection need to be discussed further. To improve the legislation about communitycorrection and secure the smooth development of community correction entails putting inmore efforts in research on community correction workers.This thesis has four chapters. Chapter one explains the definition and the legal statusof community correction worker in China and discusses the opinions of various scholars onthis problem and puts forth my own opinion. Chapter two analyzes the difficulties faced bycommunity correction workers in the present situation of community correction. Chapterthree, drawing on my investigations in experiment areas, discusses the long-termdevelopment of community correction worker team building, with emphases on thereformation of the community correction law enforcement agencies and the introduction ofprofessional community correction workers and the right development direction ofcommunity correction workers. The last chapter sums up the thesis.To clearly define community correction worker and its legal status should not ignoremaintaining the multiplicity of the makeup of community correction worker team andfurther division of work. It should be admitted that community correction workers arecomposed of many different roles and respectively assume different functions, such as lawenforcement, management, supervision and education. It should be sufficiently understoodthat the community correction worker team building, in the present complex situation, willbe faced with a lot of problems related to policies and society and origin and only then can the way out of the difficulties be found, thence to correctively reform communitycorrection worker team building and secure the long-term development of communitycorrection.
