The Research Of Partner Selection For PPP Mode Social Pension Of Dalian

At present, the trend of population aging is becoming more and more serious, and theaging problem has become a global issue. As early as1987, Dalian has become an agingregion. To meet the demand of the elderly endowment, Dalian social endowment institutionsgradually developed. However, the different levels of current endowment institutions, poorservice of stuff, and other factors caused the gap between current situation and pensiondemand target of growing population.To solve these problems, this paper proposes that the PPP mode should be introducedinto the social pension system. The PPP mode，that is the public-private partnership mode.The introduction of PPP mode, can reduce the government’s financial pressure, improve workefficiency and service quality, optimize risk sharing structure, also is conducive to promotingthe construction and development of the pension system. The prerequisite for theestablishment of partnership is the norm on partner selection method. On the one hand, onlychoose the qualified social endowment partners can standardize endowment industry andimprove the quality of pension services. On the other hand, the feasible method of partnerselection is also important. Considering these two aspects and reference to social endowmentservice standards in other domestic provinces, this paper designs the selection standard of thesocial endowment PPP mode in accordance with the actual application situation of Dalian.Through several times of expert interview survey to revised and adjusted, finally it obtainedthe specific selection standard of Dalian City social pension mode PPP. And the standardpassed the SPSS test, proved the credibility. At the same time, based on the establishment ofthe Dalian City social pension partner selection standard system, this paper further constructsthe evaluation model based on ELECTRE method.After using the evaluation model for actual operation of the Pension institutions inDalian City, the results are consistent with the actual situation; this further verifies thecorrectness and rationality of index, and the feasibility and maneuverability of the ELECTREmethod which is applied to the social pension mode PPP partner selection index systemevaluation.
