Adjust the government and enterprise relations (GER) is an important aspect ofeconomic reform. The adjustment of the GER in China’s transition period has beenacquired a step forward, but still need to optimize the interactional structure ofgovernment and enterprises. Normative research on constructing modern GER isimperative, but increase the study of the actual operation of the GER, our researchwill be more targeted undoubtedly. Description the GER’ s change from theperspective of the policy process, and integrating the institutional structure to inspectthe factors which behind the GER’s change have a great theoretical and practicalsignificance. It’s take X County implements the appliances subsidy policy forexample as the main study object in this study, supplemented by the ‘villages tovillages’ road policy for the comparative study, to analyzed the GER, and try torespond how to interact between the government and enterprises in the policy process,What deep-seated elements that affect the GER. On this basis, we will explore how tooptimize the GER in the policy process.We adhere in problem-oriented in this study that describes the development trackof GER through related cases, and we find that the institutional structure and policyprocess design are the two important factors that influence the GER, and that thecoupling degree of the institutional structure and policy process decide the changetrack of GER. For the inadequacies of the interaction between government andenterprises, it should be, all things considered, synthetically integrate to construct theinstitutional structure and optimize policy process, which is this study’s logical trainof thought.The introduction part of the study points out the study significance of GER andresearch background; then, collects the study fruit about GER all the world, andmakes a short comment; Finally, introduces the ideas, structures and methods of thestudy, etc.The first part is to investigate the macro environment of the GER from theinstitutional structure. First, from the political system, such as, the structure ofgovernment and political parties of the state, the interrelations of government, the financial system etc. integrate the environment of GER; Second, put our hand toestablish clear the property rights system of modern enterprise, through integrate thereform of property rights, the contact of political organizations and enterprises elite, toexamine the corporate property rights arrangements impact on GER.The second part is to investigate the GER from the perspective of the changetrack of GER. Take the subsidy policy of appliances for example, we study firstly theGER in policy formulation stage and considered that the right to be separated betweenpolicy formulation and policy implementation which is the logical starting point in thepoor interaction between government and enterprises; then extracted the generalcharacter from multiple cases which has affected local government policyimplementation modalities’ change, and interspersed the investigation of policyoversight and feedback loops; Finally, outlining aspects of the GER in policytermination stage.The third part aims to explore the main variables which have affected the GERin policy process of through comparative study, as well as to explore the linkagesbetween institutional structures and policies process compatible with the interactiondegree of GER. First, by comparing the impact such as the policy model, theincentives mechanism, relations cultural, we find that the change track of GER is theresult of interaction between institutional structures and policy processes; Second,we examine the basis institutional structures in the policy process how to affect GERfrom the institutional system, and demonstrates with deep-seated the inherent logicof the GER development track is an action process with the degree of couplingmechanism of institutional structures.The fourth part is to explore how to build a healthy interaction betweengovernment and enterprises, and also to respond to the results of the analysis of thefirst two parts of this article. we start from the two aspects of the institutionalstructure and optimize the policy process, through the transformation of governmentfunctions, the reform of government institutions, the consummation of tax systemand the establishment of property rights of modern enterprise, etc. to achieve limitedgovernment and corporate with efficiency; and using a variety integrated ofdecision-making models, balancing internal and external incentives, strengthen theguide of relations to achieve the optimized process of the GER. The summary and reflection part include the main conclusions of the study wesummarized and the reflection on the lack of research. The GER are the result of theinstitutional structure and policy process interactions and the change process isgradual; while the limited sample selection and the limited structure of knowledge ofthe researchers of this study need to improve urgently.
