Accompany with the development of national health system, the Chinese governmenthas published numbers of the medical reform’s supporting policies in order to regulate themarket order of the drug distribution from the year of2012. In the supporting polices, someare associated with drug retailing enterprises, such as “China’s12thFive-Year Plan ofNational Drug Safety” and the revised “Good Supply Practice”. The standards make newdemands on so many aspects, such as the implementation of quality control system,qualification of medicine practitioners, computer information management, electronicsupervision of drug, hardware facilities and daily management. The thesis reviews the historyof China’s drug retail industry and the process of governmental regulation, exemplified withthe drug retail enterprises in the Z city, and then investigates the aspects of practitioners,hardware facilities, distribution area, operating conditions. The thesis explains the problemsthat drug retailing enterprises face, such as imbalanced distribution, small-scale operations,low standard of quality management, and lack of licensed pharmacists. By using theexperiences of other countries’ management of medical regulation and human resources, thethesis makes innovations on the state superintendence of drug retailing enterprises andlicensed pharmacists shall implement under the environment of new medical reformdecentralized administration, which presents the examples and inspirations for thegovernmental regulation of drug retailing enterprises.
