In recent years, the number of street children from Xinjiang that are wandering thecountry are growing increasingly rampant in regards to criminal activities. The law and orderrequired to handle this issue is causing great damage to a number of provinces and cities inother provinces, with the dominantly Han central China arousing strong dissatisfaction in thepeople of Xinjiang leading to the classification as "Xinjiang people" and the followingprejudices. The street children from Xinjiang, compared to other provinces can be specificallydistinct; most of them from poor areas of southern Xinjiang, at a young age, with certaindiffering physical characteristics and unique ethnic identity. These children basically areabducted to other provinces, controlled by criminal gangs, and forced to engage in theft,robbery and other criminal activities, leading to serious social problems. At times may eventhreaten national security and national unity, so solving the border issue with the streetchildren is of imminent concern.From the perspective of criminology, Xinjiang conducted a survey of the participation ofstreet children in crime, based on the characteristics and status of border crime participationby street children and the victims. Xinjiang then analyzed the reasons for their crime, in orderto make a more rational prevention and relief system, and to fully protect the legitimate rightsand interests of the minors involved, enabling Xinjiang nationals to complete the normalsocialization process preventing the children from turning to the streets again.In addition the introduction is divided into three parts, more than29000words:The first part describes the characteristics of the criminal offenses in an overview of themainland border membership of street children. This section includes three aspects, firstintroduced the membership status of homeless children and their illegal border crime, borderthrough some of the relevant data reflects the wide distribution of membership of streetchildren, quantity, and more controlled by criminal groups, etc.; Secondly wanderingsummarizes the Xinjiang membership children criminal has the features, including the crimepersonnel younger age, limiting the content of the three organized crime groups andconcealment, crime locations, objects, and theft amounts; finally introduced the currentjudicial treatment on this issue, highlighting the Xinjiang dealing with the problem of streetchildren in criminal sensitivity, specificity. The second part, from the perspective of criminology in Xinjiang, is the view of streetchildren as both victims and perpetrators of the criminal perspective and the reasons for theirviolations explained in depth. First, describe the perspective of the victims of street childrenand environmental risk factors. Secondly, from the perspective of a perpetrator, respectively,from the socio-economic situation, family factors, school environment and education, and bycoercion and control of criminal gangs Quartet reason they face criminal analyzed.The third part is to solve the border issue of criminal street children and put forwardsome countermeasures and suggestions. This section contains three aspects, first proposedcrime prevention measures, from social prevention, border security and preventive measuresto eliminate the problem of criminal street children at the source. Second, the issue of puttingforward proposals for judicial protection, not only to improve laws against minors andhomeless minors, but also to strengthen exchanges and cooperation between the judiciary inXinjiang and the remaining provinces. With the addition of more Xinjiang participation tobetter address the criminal problems of street children, to fully protect the legitimate rightsand interests of street children. Third, more Xinjiang participation after a repeated increasingof wandering homeless children and other assistance towards the related problems, in order topoint out deficiencies of the existing bailout placement system, and suggest ways to improveand prevent relief work as a mere formality, so that these street children can get timely andeffective rescue, allowing them to return to a normal life as soon as possible.
