Migrant workers are the special product of our nation in the urban and rural dualsystem; they participate in the various sectors of urban construction with greatenthusiasm and have made a huge contribution to the development of urban economyand society in the process of industrialization and urbanization of our country.Therefore, issues related to migrant workers have long been the focus of thegovernment and scholars’ research, especially the phenomenon of migrant workers’integration into cities, namely the citizenization of migrant workers.There exists gradually generational divide within migrant workers groups in ourcountry along with the economic and social development and the construction of thenew urbanization, which means newborn migrant workers borned after1980sgradually replaced the older generation and become the main part of the group. Andcompared with the older generation of migrant workers, new generation of migrantworkers own many different characteristics——their education levels increase, strongappetite to stay in cities, stronger learning ability, the open-minded vision, they moveto cities not only to make money, but also try to integrate into urban society. Inaddition, the nature of our current policy——a new type of urbanization construction,advocates the population urbanization, which means migrant workers broke throughthe limitation of the urban and rural dual system, get the identity and equal rights of urban residents and be citizens in the true sense. Consequently, the fundamental wayout for new generation of migrant workers is urbanization.However, the current level of urbanization of China’s new generation of migrantworkers is not high. Through the analysis of the status quo of the new generation ofmigrant workers’ citizenization in employment, income, housing and politicalparticipation in the second chapter, we can see from this article that although thespeed of the new generation of urbanization has been improved than that of the oldergeneration of migrant workers, but many problems still exist, and these problems,after all, are derived from the household registration system and other welfare systemrelated. Therefore, with the rapid increasing of new generation migrant workers, wehave to take urgent action to implement our urbanization policy in order to avoid theconflict caused by the inequality between the rights they possess and the contributionthey make to the urban construction. Besides, it is particularly essential to innovatethe household registration system which blocks the civilization process. But the pathof urbanization won’t be smooth, neither the innovation of the household registrationsystem. The huge limitation, urban-rural household registration system, keeps the newgeneration migrant workers out of citizen’s privilege, which make the urbanizationprocess more difficult. We introduce the population management system of foreigndeveloped countries in the fourth chapter, By comparing the foreign populationmanagement system and the household registration system in our country, we canlearn their experience and use for reference, thus achieve the goal of promote the newgeneration migrant workers’ citizenization.Then we attempt to put forward theprinciples of citizenization, and based on the principles we put forward suggestionsfor the innovation of the household registration system,through which can we boostthe progress of the new generation migrant workers’ citizenization.
