According to the High Commissioner for Refugees Sadako Ogata:"Problem ofrefugees should be a test of the commitment of all governments and peoples ofprotection of human rights."One of the biggest challenges facing the worldcommunity at the threshold of the third millennium is the problem of refugees andasylum seekers. It is recognized that this is a global problem and is multilateral.As a prerequisite to prevent refugee flows and solve related problems is torespect human rights. Effectively promote action to tackle it, including specificaddress many issues related to refugees, asylum seekers, and to their defense, canknowledge of international law on human rights. Faced with the need to addressdifferent aspects of the problem of refugees face constantly have to rely in their workfor the protection of refugees in international law of human rights. Asylum seekersand refugees have all the rights and fundamental freedoms enshrined in internationalhuman rights treaties. So the question of the protection of refugees should be seen notonly as a matter of respect for the rights of refugees, but also in the broader context ofhuman rights protection. UN activities in the field of human rights and the activitiesof the UNHCR refugee protection are inextricably linked with each other-before thetwo organizations have a common goal of protecting human dignity.Protection of refugees and finding long-term solution to their problems are twomain functions of UNHCR.The main objective of UNHCR is international protection-guaranteeingrefugees that none of them were forcibly returned to a country where they havereason to fear persecution, as well as ensuring the protection of fundamental rights ofrefugees. The aim of UNHCR is to solve the problem through resettlement in anothercountry or return home if conditions permit. In recent decades the problem ofdisplaced persons is much more complicated, and UNHCR has expanded its functions.At the moment it assists not only refugees, but also other groups of persons.In1951in Geneva UNHCR signed the Convention relating to the Status ofRefugees and in1967in New York signed the Protocol relating to the Status of Refugees. After the USSR collapse5states of Central Asia became independentcountries, which are Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan andUzbekistan. And only Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan havesigned both the Convention and Protocol. Also each of these four countries developedtheir Legislations about the Refugees: Kazakhstan in2009, Kyrgyzstan in2002,Tajikistan in1994, and Turkmenistan in1997.Taking into account that Uzbekistan didn’t sign the Protocol relating to the statusof Refugee neither the Convention relating to the status of Refugee, we can find somecases where it is shown that Uzbekistan’s government is not paying much attention topeople with needs, refugees and displaced persons. In most of the cases refugees areforcefully sent back to the country of origin, where they can be under the danger.Nowadays we can observe that more and more countries are getting involved inpolitical problem, which later lead to civil war or some other dangerous situations. Inlight of recent political events in the World Central Asia is comparatively peacefulregion, which can be the safe shelter to all refugees and asylum seekers. But due tostrict legislation and political views of some of the Central Asian countries peoplewho really need safety cannot reach it. These countries are highly advised to reviewtheir legislation about refugees and migrants, to help people to escape danger.
