Research On The Integration Of Urban And Rural Development Under The View Of Fairness And Justice

To promote the integration of urban and rural development is one important part in the comparatively well-off society building. Fairness and justice is the eternal value pursuit in the integration of urban and rural development. Since the reform and opening up, Chinese urban and rural economic and social development has achieved brilliant success. While, being subject to the effects of various factors, some unfair phenomena in urban and rural development in our country still exist at present. It is still difficult for the rural residents to share the fruits of economic and social development equally. Therefore, it is particularly important to adhere to the principle of fairness and justice in the integration of urban and rural development process.This paper has made the analysis on the integration of urban and rural development under the view of fairness and justice. Take Shanghe County as an example and insist on the combination of theory and practice reseach. This paper expounds Marx fairness and justice thought of the urban and rural development and its contemporary evolution, makes the analysis of the value orientation in Marx fairness and justice thought of the urban and rural development, reveals the continuous relationship between the theory of the integration of urban and rural development and Marx fairness and justice thought of the urban and rural development. This paper examines the integration practice of urban and rural development in Shanghe County under the view of fairness and justice. It analyzes the problems faced in four aspects of the integration of urban and rural development in Shanghe. The imbalance situation between urban and rural interests has solidified. The development resources, the basic public services, the management pattern and spatial structure between urban and rural areas have been unbalanced. Under the view of fairness and justice, it makes suggestions in four aspects to promote the integration of urban and rural development in Shanghe. They are among breaking the solidifying imbalance situation between urban and rural interests, perfecting the integration system of urban and rural development, balancing the development resources in urban and rural areas, promoting the unified development element market in urban and rural areas, balancing the basic public services in urban and rural areas, promoting the social integration in urban and rural areas, promoting the co-ordinating management pattern in urban and rural areas, improving the spatial structure in urban and rural areas. At last, this paper indicates that the integration of urban and rural development towards fairness and justice is the important premise and guarantee to realize the two "one hundred year goal"...
