Government needs to reform government management according to the developing administrative environment in the transition period, so China conducted four large-scale government reforms. Although some achievements, equally there are some problems. Reforms more stayed in the institutional and structural level, less touched some deep-seated problems, such as relationships between government and business, government and society, government and citizens, remodeling the role of government, reducing administrative costs, improving government performance, etc. China’s government reforms have failed to break away the cycle which is streamlining-swelling-further streamlining-further swelling. Building effective government is a new perspective for China’s government reform. It is to shift the focus from the size and the number of government agencies to the capacity and efficiency of government intervention. Building effective government will help government correct errors of past reforms and improve their capacity and efficiency of government.The paper takes the meaning, characteristics, value and building principles of effective government as theoretical basis, analyzes the obstacles and the path of efficient government building. The obstacles of china’s effective government building is functions exercised undue, excessive concentration of power, serious government monopoly in the respect of public goods supplying and lower qualities of civil servants. Building an effective government not only respect the reality of our country, but also learn from some useful experience of foreign countries. The paper summarizes the model of effective government building of Western countries, analyzes the enlightenment for china’s effective government building. Finally, drawing on the useful experience of western countries, the paper proposes the path of china’s effective government from ideas, organization management, civil service training and other aspects.
