Research On Citizen’s Participation In Social Management Innovation

Social management had been narrowly understood as the functions of government, it means that government legislate a range of social policies and legal norms,guide social organization and social affairs,improve social structure,adjust social benefits,respond to the demands of society,resolve social conflicts,maintain social stability,promote the coordingated development of political,economic,social and nature.But,with the development of the times,social management is given a new meaning,the current government is facing the situation that is more and more complex,traditional mode of "Government All In One Integration"management is unable to meet the current need of social management,innovation of social management becomes an urgent task now.The18th National People’s Congress of Chinese Communist says,"To focus on building socilism with Chinese characteristics and social management system,to formulate social management system of Party leadership, government responsibility,social coordination, public participation, rule of law"The innovation of social management is an important task at present,it demands government to abandon lagging ideas of social management,to build a new way of social management,it need government to play its social management role and social forces to participate in management,integrate social resources,exert social vitality.Weather sucess or fail depends on the depth and breadth of participation of our citizens.Look back at what the currnet status is,We all know there are still many difficulties on social management.Government need to change concept,it must be closer to the service-oriented government,it must konw social management need participation of people.The specific approach is to foster awareness of citizens of social management,to enhance their sense of social responsibility,to let them kown they are the hosts of the country,to establish effective way for the people to participate in,to allow citizens to become a habit to participate in,to let them make the participation into action.This article analyzes the meaning of social management innovation of citizen participation,it discusses the dynamic mechanism, supervision mechanism,expression mechanism of citizen participation in social management innovation.So I think the government should take effective measures to analyzes how to create these mechanisms.at the same time,we should learn the advanced outcome about social management from western countries.I will talk about my own thoughts on citizen participation in social management innovation and express my proposal on social management innovation.
