Therefore, the citizen participation in government performance evaluation has become a hot field of theoretical research and practice development.Eighteen big reports of the party point out "deepening the reform of the administrative system, building a service-oriented government functions, structure optimization, clean and efficient, the satisfaction of the people".Therefore, in order to modern service type government construction efficiency and honesty, the satisfaction of the people, China’s local governments, especially county government innovation in administrative management, so as to improve the executive power of the government and the public trust, to promote government performance management.
