The Current "Retrogress" And "Progress" Of Our Country’s Public Ownership

The thesis aims at clarifying the relationship between socialism and public ownership, revealing the positive meaning included behind the current retrogress of our country’s public ownership, and rebuilding confidence in the theories of socialism ownership with Chinese Characteristics.The thesis would be divided into five part. The first part summarize the research background, basis argument for this topic and the significance of research, mainly analyzing the general situation of the research on the "regression" and "progression" of public ownership, and introducing the main sequence of ideas and methodology of the research. The second part explore the scientific connotation and core essence of public ownership in the context of Marxism by tracing the origin of the theory. The third part provides, in historical sequence of "the realistic socialism", a detailed investigation on the conception and the historical process of practice of ownership in the Lenin and Stalin era as well as before and after the new China’s founding. It also summarizes the experience and lessons.The fourth part, by analyzing the relationship among the Utopian Socialism, Scientific Socialism, Gothbahch Puzzle of Economics and public ownership as well as taking the Contemporary Western Market Socialism as reference, further elucidate the relationship between socialism and public ownership and point out that the essence of socialism possession is "the reestablishment of individual ownership (social mode of appropriation) on the basis of cooperation and possession of land and means of production created by laboring itself, traditional form of public ownership is merely one of the realization form of social mode of appropriation. The fifth part, based on the above analysis, point out that the regression or progression of public ownership is not measured by the percentage it account for in national economy, by measured by its ability to better serve the demand for the socialization of productivity and mode of production and effectively facilitate the realization of socialism, then analyze the idea of "defence of the dominance status of public ownership", making clear that the application of general public ownership as a major form to establish the structure of socialism ownership which is characterized by the dominant status of public ownership is the realistic and feasible path for making the breakthrough in the battle for the defence of dominance of public ownership. Finally, this part directly reveal that the recent declining percentage of public ownership in economy is not a regression but actually a progression in the process of its ownership reform.To sum up, the reformation on ownership is a crucial issue revolving the process of improvement of socialism system with Chinese characteristic, we should adhere to the principle of constantly emancipating our mind, seeking truth from fact and observing the actual condition of Primary Stage of Socialism and clear off the relationship between the socialism and public ownership, it would help us to dispel the confusion caused by the theory of public ownership regression and reestablish the confidence on the theory of socialism with Chinese characteristic, so that our country can break through the fobbiden zone, negotiate the minefield, steer clear of the dangerous reef of ownership reform and finally reach the "the other shore of eligible socialism"...
