Social Organizations To Participate In Provincial Government Emergency Management Research

Our country is in the period of social transition, all kinds of unexpected events challenge to the emergency management of the government. Government at the provincial level in the whole national emergency management system facing a complex situation, it was a difficult task, therefore, social organizations are tried to introduced as the partners of the provincial government emergency management, and social organization also actively seek effective ways to participate in provincial government emergency management. Since the Seventeenth Congress of the CPC, under the impetus of central policy, social organization developed rapidly and has become an important part to participating body of social management, many provinces encourage social organizations to participate in provincial government emergency management, make up for the deficiency of the government in emergency management. But restricted by various factors, society organizations to participate in the provincial government has not yet formed an effective emergency management system, which did not play a role of expected, therefore, taking charitable organizations as an example to analyze that the social organizations to participate in provincial government emergency management has a strong theoretical value and practical significance.Based on the theory of government failure theory and public governance, this study clarified the theory basis of social organizations to participate in provincial government emergency management. Taking the provincial government, social organizations, as well as the cooperation mechanism between the both as entry points, analyzing the obstacles and restrictive factors in the process of social organizations to participate, on the basis of lessons from foreign experience, the paper combined with China’s national conditions, from the political capital, social capital, economic capital and human capital, the four dimensions which of social organizations to participate in provincial government emergency management, has put forward improve measures.The paper is divided into five parts. The first part is introduction, which mainly introduces the research background and significance, research status at home and abroad, research ideas and methods, innovation and deficiency; The second part is theoretical basis and practical basis of the social organizations to participate in provincial government emergency management. In the basis of the angle of government failure theory, new public management movement, and public governance theory, this part put forward the theoretical basis of social organizations to participate in provincial government emergency management, and reality basis from the present situation of provincial government emergency management; The third part taking charity as an example, analyzed the present situation of social organizations to participate in provincial government emergency management and problems are put forward. This part mainly includes the introduction of stage characteristics of social organizations since the reform and opening up development, the affirmed of the role played by social organizations in the provincial government’s emergency management, and put forward the obstacles that will be faced by the social organizations to participate in provincial government emergency management from the aspects of cooperation mechanism, capital and the subjective consciousness; The fourth part is the cause of trouble analysis. From the legal system not sound, imperfect system of social organization and management, not straighten relationship between government and social organizations, decreased social organizations credibility and weak cooperation foundation is the main cause of social organizations involved in trouble. The fifth part is to perfect the countermeasures of social organizations to participate in provincial government emergency management. According to the problem and factor analysis, on the basis of lessons from foreign experience, from the view of political capital, social capital, economic capital and human capital of social organizations to participate in provincial government emergency management, this part has put forward improve measures.
