Urban village, just as the name implies, is a country in a city. It is also a typical “disputedvillage”, which is formed as a result of institutional vacuum and imperfect laws and regulations inthe process of rapid economic development, urbanization and social transformation.As a specialphenomenon, urban village causes a series of social and economic problems such asenvironmental degradation, poor management and so on, which has brought hidden troubles to thehealthy development of the city and has seriously hindered the urbanized advancement. It is amajor bottleneck in building a comparatively well-off society, the Chinese Dream. Therefore, it isimperative for every city in China to transform those villages inside cities. Also, thetransformation is a task that must be fulfilled in the process of urbanization.There are many problems in the process of reconstruction of urban villages, such as funds,social security, land assets and so on, all of which involve distribution of interests. Conflicttriggered by the interests of stakeholders on the distribution becomes the central issue in thetransformation of urban villages. If this problem is not well solved, the transformation of urbanvillages can’t go smoothly.The reconstruction of urban villages involves three main stakeholders-the government, realestate developers and villagers who represent public interests, private interests and individualinterests correspondingly. The pursuit of different interests has given rise to a real game among thethree interests subjects. What’s more, the game is getting fiercer due to the improper role ofgovernment, the lack of support of vulnerable groups among the villagers as well as insufficientrelated laws and regulations in the process of reconstruction of urban villages.Therefore, it isurgent that an efficient and balanced coordinating mechanism should be set up to ease the conflictsof interests of all stakeholders. The coordinating mechanism is based on the following principlesand policies. Firstly, scientifically define interests of the three main stakeholders. Secondly, thegovernment should play a proper role in the reconstruction of villages inside cities. Further, improve villagers’ ability to gain the largest equilibrium benefits in such games. Last but not least,perfect related laws, regulations and polices. The combination of the above policies will mostefficiently ease the conflicts of the government, villagers and real estate developers and will bemore conductive to the smooth reconstruction of urban villages and the construction of aharmonious society.
