Recently, frequently occurred campus rapes drew attention of the whole society.In most cases, minors have little sense of self-protection. Particularly in our country,minors are often short of systemic sex education. Imperfections of laws are givingopportunities to psychologically twisted criminals to violate the appropriate rights ofminors. These reasons have made the sexual assault of minors multiple, long-term andrecurrent. Such crimes seriously not only affected the growth of minors, and broughtgreat harm to minors themselves and their families, but also become a negative factorwhich affects the social stability. As the last line of defense, only the network ofcriminal laws is well constructed, the prevention of such crimes and protection ofminors can be assured.To limit the sexual assaults of minors and to protect sexual rights of minors is notonly a problem that China is facing, but also a serious global issue. The world istrying to find the best solution to the problem. To harshly punish sexual crimes againstminors, to assure the greatest possible protection of the legitimate rights and interestsof minors, and to achieve the demand of "Maximize the interests of children" in UN’sConvention on the Rights of the Child, become a worldwide consensus. The author istrying to make out the characteristics and standards of this kind of crimes withreference of China’s conditions. The author is also trying to analyze and to comparethe criminal laws against sexual abuse of minors, of China and other representativecountries from the angles, such as practical needs, legislative overview, characteristics of crime constitution, legal punishment. Through drawing lessons from others’advanced ideas, the author wants to provide reasonable suggestions to consummateour own legislation.
