Research On Multinational Marriage Administration Of Jiiin Province

With the rapid development of economic globalization and the thoroughapplication of our national policy of “reform and open”，multinational communicationshave increased day by day. People are no longer satisfied with fulfilling basic dailyneeds，but to chase an affluent life with better quality. The emergence of multinationalmarriage has fulfilled people’s dream of living abroad. Marrying to foreign people canbe used to change one’s living environment. This demonstrates the evolution of thesociety. On the other side it has also brought some negative effect inevitably. Varioussocial issues and problems have been brought up by the increasing number ofmultinational marriages. Those issues will surely challenge the government on how tomanage multinational marriage.How to solve the problems raised from multinational marriage，and how toproperly manage them will greatly assist on creating social management regime andmaintaining harmony and stable society. Currently our country (China)’s study ofmultinational marriage management mainly focus on social analysis of the migrationphenomenon behind multinational marriage， instead of thoroughly analyzing itsmanagement system from the aspect of public management.In order to generate rational proposal of perfecting multinational marriagemanagement， by analyzing the current multinational marriage in Jilin Province， thisarticle aims at solving the existing problems in this field in Jilin by using the methods ofobservations and deep interviews to those married couples.Article Structure: Introduction，Main body and Conclusion.The background and significance of the selected subject will be provided in theintroduction，which will include the starting point of this subject. The introduction setsup the standard management of the essay writing through several parts of studying thecurrent circumstance both nationally and internationally，structure of the essay，the ideas and methods，and the creative thoughts in this essay.The current status of multinational marriage management and relative issues arethe main body. It includes three parts:The first part illustrates the developing process of multinational marriagemanagement. The first section in this part talked about the developing history of thelegislation for multinational marriage management，which is the procedure of perfectingthe regime steps by steps from our first Marriage Law established in1950to the newMarriage Registration Regulation in2003. It also stated how the multinational marriagemanagement institutions has been completed，especially development of Jilin Provincemultinational marriage registration management office. The second section in this partexplains in details that how Jilin Province multinational marriage management hascarried out its work in different stages. It describes the situations of managingmultinational marriage before and after the China’s reform and openness and itsperiodical development.The second part is the current status of Jilin Province multinational marriagedevelopment. There is a characteristics with “four increased”: increase number ofmultinational marriage， increased countries and areas involved in multinationalmarriage， increased number of married people from poor rural areas and increasednumber of illegal matchmaking agencies.The third part explains the issues existing in Jilin Province multinational marriagemanagement and their impacts. There are four main issues. The first issue is lack ofsupporting information for the registration management. For example of involving aKorean citizen in a multinational marriage，they get married at the ROK and there isno relative regulation that managing such marriage registration could rely on. Itanalyzing the situation and the negative effects that offshore registration could bring in.The second issue is about the unbalanced number for two sexes of Chinese citizensinvolved in multinational marriage. It specifically illustrates reasons and undesirableinfluences from the problem of severe outflow in female in multinational marriage. Thethird issue is to manage the multinational marriage matchmaking agencies. This study isbased on the data coming from Jilin Province multinational marriage registration office. There are increasing registrations of “Vietnamese Bride” and the consequence of a largenumber of illegal matchmaking agencies. The four and last issue in this part is themanagement of multinational marital status. It clarifies that official registration data isnot available online which leads to e-commerce leaks and the mutual management leaksbetween marriage registration office and the police officeIn the conclusion part，four suggestions regarding the issues above are provided.Firstly，the government should optimize the legislation system for multinationalmarriage management. Secondly，civil administration’s power of managing marriageneeds to be strengthened. Thirdly，related institution should enhance the managementfor multinational marriage. At last，social information and resource sharing should beencouraged to correctly manage marriage status. All data and information in this articlecome from my real life work experience. I hope this article could improve and enhancethe management of multinational marriage，so that it could keep up-to-date and help toimprove the national management of multinational marriage.
