Research On The Regional Disparity Of Social Security Level In China

Social security system is a worldwide policy which plays an important role in ensuring economic development and social stability. Recent years, government has paid an increasing attention on social security and improved the system, and social security system had basically covered the whole country. But due to the regional imbalance of economic development and territorial management of social security, obvious regional disparity of social security level exists, which created a lot of negative factors about maintaining social justice and building a harmonious society, and it becomes the main problem to be solved in the future.Based on lots of statistical data and the methods of comparative analysis and case study, this paper selects appropriate measure indexes, comparing and analyzing the social security level of eastern, central, western areas and various provinces and cities from three ways:spending and treatment level of social security, social insurance coverage, and social insurance funds, which draws a conclusion that there exists obvious regional disparity of social security level in China. Compared with eastern area, central and western areas show a relative high ratio of social security fiscal expenditure in total fiscal expenditure, relative low social insurance coverage and a relative low social security level. The same phenomenon can be observed in Jiangsu province, where social security level of southern area in Jiangsu province is obviously higher than central and northern areas. In consideration of the phenomenon, this study analyses the reasons, including policy problems in transition of system, population ageing process, regional differences in economic development, social security system itself, and finance transfer payment system. Therefore, it is necessary to take measure to establish evaluation to monitor the regional disparity of social security, promote regional economy coordination development, improve the overall level of social security, and perfect finance transfer payment system.
