Currently, our country is in a critical period of social transition, comprehensively deepen reform of the economical structure adjustment caused the social system of comprehensive, structural changes, the country’s economic strength rising, social and economic industry continues developing. But to some extent, it leads to social internal relations tend to be more complicated and diversified, and causes social contradictions increased, the situation of social conflicts intensified, the last even evolves into mass incidents. At present, Chinese mass incidents have a few new characteristics with increasingly expanded scale, increasingly intense manifestations and effects become more seriously. Without timely and effective disposition of its reasonable, it may pose a threat to public safety and our social order stability.This article discusses measures of the mass incidents from the perspective of prevention. The proposed solutions shall establish a diversified legal system to deal with the current social disputes so as to inhibit the occurrence of mass incidents. Through the logic system of administrative law, which points out that at this time the mediation system, reporting system, system of reconsideration and litigation system are the main methods of our country to solve social disputes. After that, this paper analyzes the current status of the solving system, and then points the problems which may affect the disputes solve the problems effectively.
