Consensus Governance:the Effective Implementation Patterns Of Open Community Inhabitant Autonomy

Government’s social management and social autonomy are two basic forms of social governance. The current Chinese grassroots community presents multiple problems and these problems are closely interwoven. The government should fatigue. As a consequence, the social autonomy of social areas and grassroots communities is getting more and more attention. This study focused on the social autonomy of grassroots communities. The case community "cultural and creative village" is a village in Zengcuoan community’s eight villages. It is in the process of rural communities to urban communities.By tease previous studies found that:On the empirical level, along with the rapid development of urbanization, more and more relatively closed rural communities conversed to open city communities. Its autonomy is bound to break through the existing framework to achieve a new governance form. But the previous research emphasis on foreign population management, ignoring the involvement of foreign population as the community’s host under the concept of governance. At the theoretical level, the discussion on "Negotiate Governance","Collaborative Governance" and other forms of governance’s are more and more, but lack research for empirical and application.Therefore, the core issue to be addressed in this study is:Community residents how to achieve self-government in face of difficulties. The form of community Inhabitant Autonomy is what in here. This paper demonstrated the whole process of autonomy exploration in "cultural and creative village". When the village encountered bottlenecks, coincides with the opportunity of "beautiful Xiamen together to create" carry out the pilot. The village started a fruitful exploration of autonomy. The process provides a " Zengcuoan path" for the exploration of other open communities:"autonomous demand â†'respectively set up association on behalf of the local and foreignâ†'government guide to set up a council of public procedureâ†'successfully build the systems of "consensus governance".Base on analysis of the shaping process of "consensus governance" systems in "cultural and creative village", this paper try to clarify the logic of the village’s autonomy road. The common aspiration of the villagers and operators, and the balanced strength of the two sides together form its internal thrust of autonomy exploration. Government "beautiful Xiamen together to create" piloting provides external pull guide its autonomy efforts. With the autonomy of the political process, the government and people’s intentions reach an effective consensus. Thus, under the joint action of the government’s timely guidance, the urgent demand of governance, the autonomous exploration of villagers and operators, the village build a successful "consensus governance" systems, implementing self-government activities. The effectiveness of its autonomy have been well verified in the formation process of the council, the process of developing autonomy convention and in every dispute mediation.
