Rural social organizations are non-governmental nonprofit autonomous civil organizations which are organized by the peasants themselves with or without the help of the group for the purpose of safeguarding and achieving the interests of peasants. Rural social organizations focus on public affairs thus they play an important role in the reform, development and stability of the rural areas, and they help to improve the rural demsocratic management and rural social security, optimize the rural social governance, promote the development of the rural economic and the prosperity of rural culture. In recent years, with their rapid development, rural social organizations have become the most important secondary social groups in rural areas.On the basis of adjusting various types of interests of the peasants, rural social organizations also lay the foundation for the extensive public participation. But some prominent problems that exist in the organizations cannot be ignored, which are featured by small scale as a whole, unstandardized working system, imperfect organization, no distinct financial entities, the conflict with some formal organizations, some inevitable illegal activities and other issues. The problems above are mainly caused by too much dependence on the local government, the influence of informal organizations, some ineffective supporting and guiding policies, multiple management or lack of supervision and so on. Therefore, rural social organizations must be regulated to display the positive role and avoid the adverse effects.In this paper, through reviewing the history of development of rural social organizations, and analyzing the active role and adverse effects of rural social organizations and problems, the author attempts to locate the reasons behind the problems. Through the comparison between the typical cases of Liangzihu district in Ezhou. And the analysis of main problems and reasons of rural social organizations, the author generalizes the practical exploration in the regulating of rural social organization in Ezhou, hubei.Based on the theoretical research and case studies, this paper attempts to make an analysis of several issues that the rural social organizations have to face and deal with, and therefore generalizes the ideas to perfect the rural social organizations:to stick to the further development of rural social organizations, to give more guide and support, to complete related laws and regulations and the legal system of supervision, and to regulate the process of rural social organizations.
