In recent years the NGO have achieved great success in our country, with its unique advantages in poverty alleviation, education, environment, environmental protection, medical treatment, poverty groups’right guarantee and other fields’activate, and it has played a more and more important role. In the field of community management, when relying on the government and the market it will also be necessary to introduce the power of a third party. Because there are both’market failure’and’government failure’exist, whether marketing or the government has their own limits in the public service. Thus both the government and the market have their own defects and deficiencies in supplying the public products, and lead to the low efficient of ultimate administer. For its non-profit voluntary, autonomy, the NGO can overcome the respective defects of markets and the government when supplying public services.As a representative of the social power and a new strength of the community management, it will be necessary for the NGO to take part in the community service. But actually the NGO have their own drawbacks, and exit the phenomenon of’voluntary failure’. NGO may exist paternalism, at the same time the amateurism of the charity makes NGO themselves lack the corresponding professional, and the specialty of charity will affect the efficiency of supplying of public goods. So in the actual participation in community management, we need the NGO as an independent authority of the management to take part in the main body of the community management, and also need the NGO to promote the cooperation with other authorities.However, it is true that in our country non-government organizations take part in the social management mostly rely on the government, while come to the actual project they often prefer do it by themselves and it is lack of the cooperation with the government. MC in L community management experience shows that if fully rely on the government’s authority it will be difficult for NGO to take deep performance in the construction of community management activities. Although in the community infrastructure field NGO can give full play to their own advantage, but their capacity is very limited in terms of community hardware facilities, they will give more guidance than other parts. In the promotion of china-africa government organization they only rely on their own strength, and rejects the cooperation with government, this will come up with a limited effect. At the time of participation in community management NGO can’t only count on his own strength, it is better to cooperate with the local governments, only in this way can they better participate in the community management.
