| Waif is a long existing problem in the global community. It is common difficulty to bring waives back to the family and society. It is estimated by the Ministry of Civil Affairs that there are at least over 1 million waives in China. The researchers believe there are more. These waives outsides haven’t been taken care of for a long term and some of them receive discrimination and even abuse, which may have a great influence on children’s psychology. Their views on the world and life might be contorted into the hatred and dissatisfaction on the society. Such kind of emotion is hard to be altered once it is formed. Besides, waives are all underage, so they might easily commit crimes to get a living since they couldn’t find a legal job, which may largely affect the social stability. Our government has achieved some success in recent years during exploring the solutions to the waif problem. But for the specific aid methods, there still lack of complete laws, qualified staff at rescue stations, sufficient participation of the third department and a waif precaution system, which leads to many problems like unmet demands for rescue stations, incapability of waives to return to the society, insufficient promotion and absence of waives information platform. The problems and experience of waif aids in China are concluded to inspire some suggestions for the optimization of waif aids. First, the waif precaution system should be established to get well prepared and fundamentally prevent the occurrence of waives. Build a waif precaution system: improve regulations for waif aids, establish family precaution system, improve campus environment and establish community interference system. Improve ways of waif aids; open social and professional road for waif aid, establish waif information online platform, develop “family-like†aid and emphasize the participation of waives.The thesis consists of following parts: The first part is the introduction, introducing the meaning and background of the topic and the methodologies and thinking patterns applied. The second part is to describe the basic situation of waives in China, including the definition of waif, the amount and distribution, and causes of waives including economic, family, school and individual factors. The third part focuses on the current situation of waif aids by introducing its development in China. The forth part is about the suggestions on the optimization of waif aids by establishing a waif precaution system, which is more important than rescuing. The fifth part is the conclusion and outlook. |
