Improve Of The Administrative Coercion On Environment

The final goal of the environmental governance is not punishment,but use all ways for conservation and turning the environment better, in order to coordinate environment with economy and society. With the development of economy and society, administrative Substitutive Performance as a more modest and indirect coercion in environmental governance gradually received praise. Though Chinese environmental legislation contains some details about the substitutive performance, it is not specific, lacking of important statutes and the theories.
