Research On The Political Security Mechanism For Peaceful Rise

It has been more than a century since the Opium War. It also an unusual history with ups and downs and a magnificent of China. Today, China has become an important variable in the world social political and economic pattern. After the 18 th CPC National Congress, Mr. President Xi Jinping put forward the idea of China, namely the great rejuvenation of China. He said,” the China dream and the path of peaceful development are integral to each other. The China dream is our great aim and the path of peaceful development is the only way to realize the China dream.China’s problem is not a problem whether we want to walk the path of peaceful development, and nota problem that how we can make others believe we walk the path of peaceful development, but the problem that how we can strive for the path of peaceful development in the complex and volatile situation at home and abroad. Mr. Xi pointed out,” The rise of China should avoid‘Thucydides Trap ’.”The concept shows the direction of China’s rise and also makes the western powers sobering. From the national historical cycle, we know culture can safeguard the country’s peaceful rise in a long period. And in a short period,the most important is the strength of the democratic political construction.So for China, the rise of China mainly depends on the development of democracy,including the construction of political institution, political system and mechanism innovation.China’s path of reform and innovation is the road of peaceful rise of China.The key to China’s path of reform and innovation is that how to operate the system and mechanism to control differences at home and abroad, especially the legalization, rational absorption, decomposition and coordination of the interest demand of the domestic people. It is also very important for the rise of China.This essay is based on the above background and is divided into the following five parts.In the first part, it gives a general introduction of the essay. In this part, it mainly explain the significance of the topic and the research overview on “china’s rise”, “China threat theory” and “political mechanism” at home and abroad.The writer summarizes the current research status at home and abroad and finds that there are few researches and discussions on the political security mechanism.In the second part, it analyzes and clarify the relative theories on peaceful rise and political security mechanism. At the beginning, it defines the concept and meaning of “rise”, “peaceful rise”, “mechanism”, and “politicalmechanism”. Then it analyzes the connection and distinction among political mechanism, political institutions and political system. Finally, it explains the inner link between peaceful rise and political security mechanism.In the third part, it explains the formation and development of China’s strategic of peaceful rise and its reality test. First, it sums up the experience and lessons of the rise of modern western powers for China’s road to peaceful rise. Second, it introduce the origin and development of China’s strategic of peaceful rise which shows that China’s road of peaceful development is the inevitable choice is the historical mission given by the era. In the end, it explains the content and the cause of China threat theory.In the fourth part, it analyzes the operation of the political security mechanism for peaceful rise and its existing problems. First, it analyzes the framework of China’s socialist democracy in order to provide theoretical basis for the construction of political security mechanism. Second, by using system theory analysis method, it builds a frame structure of the political security mechanism for peaceful rise, namely, political expression mechanism, political system integration and the decision-making mechanism, political supervision and restriction mechanism, and the coagulation mechanism of political culture. It then analyzes the operation and function of the above four derivative mechanisms.Finally, it analyzes the main problems of the political security mechanism for peaceful rise.In the last part, it gives the way and method to improve the political security mechanism for peaceful rise, especially the derivative mechanisms,namely, political expression mechanism, political system integration and the decision-making mechanism, political supervision and restriction mechanism, and the coagulation mechanism of political culture.
