The paper takes the network group events as the study object, analyzes the countermeasures to the network group events in the background of network era. Network group events was defined originally as a cluster of violent incidents which endanger public security, to the definition in recent years, which is the government and netizens interact positively and frequently in network group events. After people experienced a more extreme cognitive stage of network group incidents, they gradually understand its essence-Network group events can not be understood as arbitrary and illegal activities which undermine the social stability, but should be understood as the normal expression of public opinion in the Internet age, which needs to be guided reasonably, respond properly and protected thoroughly. The accumulated social contradictions and conflicts of interest due to the national transformation gradually highlight at this stage, frequently break out in the form of network groups incidents, which makes us realize the governance of network group incidents must achieve normalization. This study puts forward the conventional and fundamental coping strategies of the current network group events with the reference to one of the modern administration management concepts-one of public governance theory, on the basis of a comprehensive summary and analysis of the foundation, development and characteristics of the past network group incidents, combined with the problems in the process of dealing with cyber incidents by the community. Conventional coping strategies should take the in public governance as a starting point to discuss the respective roles of the government, media and network operators, netizens, NGO groups and other social organizations, and coping strategies in the network incident response process, aiming at responding effectively to the emergencies of networking groups events; fundamental coping strategies means the establishment of a standardized system of coping strategies with the mode of "change of values- improve the system specification-implement the acting operation", aiming to realize good governance of network groups events with the increasingly prosperous background of network politics.
