Research On The Perfection Of China’s Cosmetics Safety Supervision Regulation

With the continuous implementation of the reform and opening-up policy and the vast development of the national economy, the cosmetics industry in China is developing by leaps and bounds, like mushrooms. Glittering array of cosmetics are overwhelming, and cosmetics are gradually becoming an indispensable part of people’s daily life. However, recently, safety accidents of cosmetics take places so frequently that the society focuses all of its attention on the security issues of cosmetics, and that the shortages and imperfection existing in the safety regulation legal system of cosmetics are exposed. Some deep-seated problem intensified. However, at present, the existing researches mostly concentrate on the technical level of the regulation of cosmetics, and fewer researches focus on the safety regulation legal system of cosmetics.With the adoption of exemplification, literature review, as well as interdisciplinary studies, this dissertation discusses the current status of the safety regulation legal system of cosmetics from the perspective of practical point of view. By discussing the difficulties and challenges lies in the cosmetics industry, this dissertation analyses the specific issues in the safety regulation legal system, and try to propound some proposals on the improvement of such regulation legal system.In the light of the procedure of recognition of problem, parsing of problem and resolving of problem, such dissertation falls in five sectors:the first sector primarily raises the context of this study, introducing the basic information and the importance of the topic; the second sector is the overview of safety regulation legal system of the cosmetics and the introduction of the background, mainly defining the relevant notion and introducing the background information of safety regulation legal system of the cosmetics; the third sector sheds some light on the safety regulation law of cosmetics in the developed countries and regions, and analyses the beneficial enlightenment brought by the systems in the aforementioned countries and regions, being specific to the aforementioned circumstance; the fourth sector analyses the main problems in the safety regulation legal system of cosmetics, which behaves as deficiency of such legal system, fuzziness of the scope of regulation authorities’ obligations, lack of an effective regulator, as well as the defiance brought up in the production and circulation sectors, the fifth sector analyses the significance of the perfection of China’s cosmetics safety supervision regulation, and propounds some recommendations, aiming to reform and perfect the safety regulation system of cosmetics in our country.
