As an important part of China’s new rural construction, the construction of new rural culture has a huge role in the establishment of a harmonious and stable social order. It not only can promote economic development in rural areas, but also improves the quality of life of farmers. Meanwhile, it is a necessary requirement of building a socialist harmonious society. The cultural construction of new countryside has great strategic significance for the Party.Since the founding of the country, the Communist Party of China has always attached great importance to the development of rural areas. Since the reform and opening up, the rural economy has developed rapidly and enormous changes have happened in the rural life. At the same time, the communist party of China attaches great importance to cultural development in rural areas. Policies were repeatedly issued to strengthen the work of the construction of rural culture. Some achievements have been made because of the introduction of these policies. However, it should be noticed that the current level of cultural development in rural areas is still low. The investment in the construction of rural culture is inadequate, resulting in the lack of grassroots cultural resources and the failure to meet the need of farmers. Besides, the management system is not perfect and there is a considerable lack of expertise. These factors have hindered the further development of the rural culture construction.In order to implement the cultural construction of the countryside truly, we should solve the problems in it. First, we should focus on the development of the modern rural economy and promote the integration of urban and rural development. Second, the current operational and management system of culture must be reformed. To clear the division of responsibilities, the target responsibility system and performance appraisal system should be established and improved. Meanwhile, the government should increase the investment to make the grassroots cultural institutions and facilities can operate efficiently. Third, we must strengthen the construction of the rural culture personnel system. Establishing a fair and strict selection mechanism, we should combine the local selection and the introduction of talents from other areas. The security and incentives mechanism should be also improved. Finally, to raise the level of education of farmers, the implementation of basic education must be valued, as well as the ideological and moral education and the legal education.All in all, if we adhere to the Party’s leadership, systematically promoting the cultural construction of new countryside, it will be certain that the prosperity of rural culture will be achieved, which will provide assistance to build a harmonious society in rural areas.
