| Along with the accelerated urbanization, rural areas are also gradually moving towards urbanization. The development is guided by city construction, and the city management is trying hard to match it. The synchronization of modernization is important to make the society’s internal foundation more stable. However, the social problems brought by city management are direct and sharp. They are related to the most basic interests of the masses, which are easy to bring forth contradictions and conflicts. Therefore, we need to handle it seriously. From 1980s, China has been trying to explore an appropriate mode of city management and from 1997 the mode of centralized power of administrative punishment has been experimented. In 2007, the Dongguan Urban Management Comprehensive Enforcement Bureau has been established, exploring and carrying out the "8+1" functions of the Comprehensive enforcement of law in city management. After several years of hard work, initial success has achieved, but the work has not been approved by the public. The public image of city management comprehensive law enforcement departments wanders, sometimes good and sometimes bad. As in a network information society, reports about urban management event are both positive and negative, which have made the public image of city management comprehensive law enforcement departments more controversial. Therefore, the Dongguan Urban Management Comprehensive Enforcement Bureau is actively exploring a right way to establish public images, in order to reshape a good public image. Meanwhile, the department is earnestly carrying out its works and improving relevant operational mechanism.Currently, the basic situation of the public image of the Dongguan Urban Management Comprehensive Enforcement Bureau is both positive and negative. The positive aspect is that city management comprehensive law enforcement departments have made their efforts to manage the city, to enforce laws, and to deal with conflicts. The negative aspect is that their law enforcement is rude, intrusive, selective and etc.. Reasons for the deviation of public images of city management comprehensive law enforcement departments lie in three aspects. The first one is that the service quality of city management comprehensive law enforcement needs to be further improved. The second one is the scientific level of city management policies need to be further perfected. The third one is the public should further understand the management work in the city.In order to transform the public images of the city management comprehensive law enforcement departments from negative to positive, and to create a public image of solving difficulties for people and satisfying the public, I now put forward three countermeasures for reference, which is based on the absorption and reference to obtain actual effect on city management of foreign and domestic advanced pilot city experience, combining with the characteristics of Dongguan city and the actual working condition. First of all, strengthen the overall quality of city management comprehensive law enforcement. Secondly, promote the scientific development of city management policy. Thirdly, promote people’s understanding of management work in the city. |
