Study On The Mechanism Of Promoting Agricultural Meteorological Service Law

In the development of our national economy,the problem of agriculture,rural areas and farmers have always occupied an important position,and with the proposing of the new socialist countryside and harmonious society, "three agricultural" problem becomes quite urgent.Among them,agriculture is the foundation of solving the "three agricultural" problems, but agriculture in various national economy industry is the most easy fragile industry under the influence of the weather and climate.Therefore, the establishment of agricultural meteorological services plays a substantial role in completing agricultural disaster prevention and reduction and improving the quality of agricultural production.And in the central rural work conference held in 2010 December puts forward higher requirements to the problems of how to strengthen the work of the "three agricultural" problem and how to do a good job of meteorological service for the agriculture work in the new period.But,in the legal construction of our country,the construction of the agricultural meteorological services of law seems not worth entioning.Although China has introduced the meteorological law,and the agricultural law has the provision of meteorological service,but in the vast rural areas of China, there are still a "live at the mercy of the elements" dilemma. In the face of all kinds of meteorological disaster, law and policy about the meteorological service at this time seems "invisible",and without significant rescue effect on various meteorological problems.Compared with the current rapidly improving international status,the building of the legal system about agricultural system is weak and backward than many countries abroad in China.Meteorological law in many countries has reached a very mature stage,and at the technical basis,their national agricultural production is more faster than Chinese agricultural.This paper founds the defects of the agricultural meteorological construction of our country by some examples and comparative method.Further,puts forward that the legal mechanism of agriculture has a positive role in the construction of agriculture meteorological service from the perspective of economic law. So this paper mainly has the following four parts.The first part elaborates the basic theories of mechanism of promoting agricultural meteorological law.Mainly to illustrate the important role of meteorological service for the agriculture and the specific meaning of promoting mechanism of agricultural meteorological service law in order to have a basic understanding of the main body of this thesis.The second part mainly expounds the foreign law in promoting the development of agriculture meteorological service in practice.And specific instructions several developed countries agricultural meteorological service experience by the method of example, giving us a good reference.The third part specific details the situation of agricultural meteorological service laws of our country.And gives us a more detailed understanding of the development of the law of agriculture meteorological service in our country and the current,and finally to find out the issues of current legislative situation about our country agriculture meteorological service.The fourth part puts forward the path to improve the legal system of agricultural meteorological services in China.Mainly puts forward own point of view of how to solve the problem of our agricultural meteorological service in developing from the perspective of economic law,including the improvement of the current financial law, the fiscal law,the quality law etc.
