Research On Community Public Welfare Organization Incubator Under Government Support

With the development of diversified and heterogeneous social needs, only by the government to provide single and homogeneity public service cannot meet the demand of social development, the government needs the cooperation of social organizations, and social organizations should act its transfer function as "flange hand", providing various of public services. Therefore, social organizations have received vigorous support from the government and the government also has attached great importance to it. In this background, incubator community public welfare organizations can nurture and support the development of the social organization. It arises as an innovation model at the historic moment, this paper analyzed the government support of the community public welfare organization incubator operation mode, compared the similarities and differences among Zhang Jiagang public welfare organization incubator and the national community public welfare organization incubators, and then summarizes the difficulties of our country community public welfare organization incubators, and analyzed the dilemma from the external environment, government, community public welfare organization itself and the social public, in order to put forward the community public welfare organization incubator to perfect better.This paper argues that incubators community public welfare organizations form the inter-relationship between government and social organizations in foster social organization.
