Innovative social administration and the socialization of public services are new goals for current government reform. There are trends that social enterprises will undertake government services, improve the approach of social governance, and promote the ability and capacity of social governance. However, at current phase, non-for-profit organizations are facing unsustainable development predicament. Under such a context, the emergence of social enterprises is feasibly practical choice. Social enterprises have played significant role in a wide array of fields. The pattern of social enterprise’s emergence, its development logics, and its interaction process with stakeholders are the questions that the paper intends to study. The paper uses Happiness Cafeteria (HC) in Wuhan City-a social enterprise which operates through business approach, aims at solving the senior’s diet and mental needs-as a case study, examines HC’s interaction process, and includes a stakeholder analysis during HC’s developing process from the perspectives of government, market body and social enterprise itself.Chapter one of the paper is the introduction which includes research question, literature review on social enterprises, and unique characteristics, methods and research design. Chapter two is the description of the Happiness Cafeteria in Wuhan City from its establishment, operation and development. Chapter three explains the government support and facilitation for HC, including community reception, government agreement, capacity building and financial subsidy. Chapter four examines the role of market mechanism in HC’s development, such as the guidance of community seniors’needs, adoption of enterprise management structure and idea, maximization of entrepreneurship, pursuit of enterprise investment and so on. Chapter five describes community participation during HC’s development process, including mobilizing community and residents to participate, form several platforms like "Three Communities Linkage" and Love Cohesion. Chapter six, based on the empirical structure analysis of the case, proposes a support network model which social enterprise is the core and government, market and society get involved, after reviewing the development of social enterprises. But at this stage, "the development of the three party cooperation network governance" is not perfect, three main body of the government, market, social is still in the exploratory stage, every subject has the wrong region make the social enterprises abnormal development, and the development of the enterprise and the lack of effective, systematic, institutional support system.
