| In recent years, related organizations and academic circles on the new rural commun ity land circulation were for survey and research, of which because of the rush to develop its industry caused land transfer dispute case is the focus of relevant institutions and scho lars attention and research in a long term. I have the honor to participate in "100 villages observe" project of Central China Normal University’s Institute for China Rural Studies in-depth field of Shaanxi Province Hei Zepan community because of the development of potato plantations and land transfer research of outstanding disputes as initiator, accumul ated during the investigation of related material also constitute the realistic foundation of this thesis.The combination of writing field research in the process of accumulation of written questionnaire and depth interview materials, to state land transfer policies related to the f ocal point, try the land property right and political right hook together analysis shows lan d property right and political right a series of game process, from visible land property ri ght change is government, community party and government bodies and local communit y farmers game overall performance.The author attempts by describing the community potato planting the story of park 1 and to analyze the interaction in the process of property rights and the right to rule appear s exactly what problems resulting in the community land transfer dispute remains unresol ved.
