Appropriate housing is the necessary material conditions for human survival and development,housing ownership is the physiological targets what all the human society pursues,Housing rights as a kind of basic human rights have been widely by the international community.Since ancient times,the Social Vulnerable groups is the special component members of human society,the economic poverty and the lack of rights are its mainly particularity expression. The biggest problem for Vulnerable groups is the survival problem,the housing is crucial for vulnerable group’s right to exist what is the foundation of the survival and development and the safeguard.Theory with practice,For the housing plight of vulnerable groups in this paper for the study of migrant workers.From the perspective of empirical studies suggest that the status of vulnerable groups, dirty and messy houses,we believe that our current affordable housing, low-rent housing, public rental housing as the core of the housing security system although quite effective in solving the housing problems of urban housing security for vulnerable groups, but in terms of Vulnerable groups is not enough, there are many problems hampered the Vulnerable groups realization of their housing rights.This paper analyzes the causes of the reality of housing rights what vulnerable groups is difficult to achieve:restricting urban and rural household registration system,legal construction of housing rights for vulnerable groups is blank,insufficient financial resources for housing,poor awareness of the rights for vulnerable groups and the government does not pay attention.Dilemma show that protect the housing rights of vulnerable groups is imperative,however, there is still a lack of a theoretical academic research for the right to adequate housing for vulnerable groups, the theory can not provide strong support for the right to adequate housing to protect vulnerable groups.On this basis, we believe that there have two aspects for the Legal basis of Guarantee the Vulnerable groups housing rights:first, the theory of justice,according to the two justice principles of Rawls,housing rights of vulnerable groups is in the starting point at the injustice of state,State or Government should carry out protection from the perspective of human rights protection;At the same time the Vulnerable groups is the least benefit social groups,in order to achieve a just result their right to housing resources in the disadvantaged, deserve special treatment of state and government.Second, the right theory of integration,among all human rights are interrelated and indivisible, housing rights of vulnerable groups affect their right to life, property, privacy implementation.In short, the right to housingadequate protection of vulnerable groups has its own legal basis,currently, there are many housing difficulties of vulnerable groups what need all the people joint effort and the government attaches great importance.
