The Study Of The Social Relief Of Wuhan Vulnerable Groups In The Early Days Of The New Nation(1949-1956)

Social assistance of the vulnerable groups not only can maintain the social stability and safeguard the people’s rights, but also can promote the economic development, and strengthen the foundations of the regime. In the years 1949-1956, China was in the transition from the old country to the new one, changing dramaticly. In this situation, the issue of vulnerable groups was unusually severe and complex. So the government attached great importance on the relief work of the different vulnerable groups. Finally, in had achieved remarkable results.This paper starts from a case study in Wuhan。 it fucuses on the vulnerable profiles in wuhan, policies of relief agencies, relief measures implemented by the government for different groups, civil relief activities and the results achieved and problems. By combing the relief work of Wuhan Government for vulnerable groups, it aims to restore the social situation during this period of history, and explore that during such a complex period, how the local government dealed with the crisis. Also it aims to provide some reference for the current study of vulnerable groups, and promote the study of contemporary history of social assistance. The relief work of Wuhan Government in the eary years of the new nation learned from other cities’ successful experience.on the other hand, according to their own situation, constantly made adjustments on relief policy. Of course, the relief work for Wuhan disadvantaged groups had some problems. For example, the relief mechanism was not perfect, the work procedures were confused. These problems led to a lot of lawlessness, corruption phenomenon cadre. To sum up, the social relief work of Wuhan government had played a positive role in helping the city’s public security work, ensuring the basic living needs of the population, and consolidating the people’s power in a special historical period.
