Research On The Community Burden In The Perspective Of Fragmentation Government

In recent years, with the continuous development of community construction, community is bearing more and more burden, which restricts the efficience of community work and enhancement of community governance standards, so the requirement for alleviating community burden and improving its effect become more and more loudly.We can really find the breakthrough of our county’s community construction and seek the way to alleviate burdens for efficiency only when we have a clear understanding of why the community work is becoming more and more serious. Therefore, this paper focuses on the question of "what community burden is "and "why it is" using the perspective of fragmented government to interpret the burden of community and hoping to provide the basis for community’s alleviating burdens for efficiency.Fragmented government is a governmental structure that there being gap and conflict between departments, communication and coordination difficulties caused by division of labor based on specialization.The existence of the fragmented government caused those problems of the government internal management inefficiency, serious resource waste, helpless in the face of difficult problems.The fragmentation of our government performance in two aspects:longitudinal "line government " and Horizontal "department government", specifically vertical differentiation of all levels of government power and horizontal differentiation of various government departments functions."Line government" led the right、responsibility、benefit conflict governments at all levels, the formation of resource allocation and policy fragmentation, at the community level mainly like accrual dislocation、interest conflict multiple management policy implementation deviation and police disharmony, which aggravate the burden of the community. Department government and the "turf" various functional departments caused the inertia of sector monopoly, internal coordination and administrative commands, administrative examination.At the community level apportionment of administrative task, excessive part-time community cadres, per capita affairs, parameter number, listed, check, information platform and so on six questions, making community work repeat and inefficient.Therefore, we cannot fundamentally solve the problem of community burden if we will not deepen reform of the administrative system from top to bottom, change the regional segmentation and sector monopoly, establish the integrity of the government, change the value orientation、distinguish between the function of the governance body boundary、 rebuild management order and innovation management mechanism. Whether it is "Jianghan mode", the Giant Department Reform of the Wuchang area or Wuhan city community alleviate burdens according to the nine rules, and Nanjing community’s seven provisions, they are only a temporary solution, will face Institutional barriers such as In vertical integration, regulation run, department of monopoly when it runs.
