With the development of economic globalization and the political democratization, the rule of law becomes more and more highlighted. In 2012, the 18th Party Congress of China explicitly pointed out that China would comprehensively promote the rule of law. Since then, to strengthen the construction of the rule of law has become the focus of the Chinese government. China is a unified multi-ethnic country and practices a system of regional national autonomy in ethnic minority areas. As an important part of the national government’s construction by the rule of law, construction by rule of law in minority autonomous areas can both promote the whole country’s governments’ construction by rule of law and comprehensively develop the minority autonomous areas. As the administrative organs of minority autonomous areas, they have obligatory responsibilities for governments’ construction by rule of law in minority autonomous areas.Inner Mongolia is the first minority autonomous region in China. Study on its government’s construction by the rule of law has the functions of typicality and demonstration. Based on the theories of the "serviced-oriented government", the "accountable government" and the "monocracy government", this essay uses the descriptive methodology, the standard methodology and case-study methodology, taking governments’construction by rule of law of Inner Mongolia as an example, having a study on the governments’construction by rule of law in minority autonomous areas, and then come up with several suggestions.This essay consists of three parts:the introduction, the main body and the conclusion.The first part of the main body is the summary of governments’construction by rule of law in minority autonomous areas, including its connotation, the details, principles and request for promoting them.The second part of the main body is the analysis of governments’ construction by rule of law of Inner Mongolia, mainly the achievement of current situation, the problems existed in the governments’construction by rule of law of Inner Mongolia and the reasons for them.The third part is the suggestions for the governments’construction by rule of law in minority autonomous areas. The suggestions come from three aspects:the ideas of law, the legal system and the administrative implementation.
